NHVR Announces HVNL Notice Updates and Amendments

The National Heavy Vehicle Regulator (NHVR) has announced a range of updates to notices operating under the Heavy Vehicle National Law (HVNL), including administrative wording changes, accreditation terminology updates, and several notices requiring broader amendments and redrafting.

The changes form part of the ongoing implementation and refinement of the amended HVNL framework and are intended to ensure notices remain aligned with current legislation and regulatory requirements.

Key Changes Operators Need to Know

Two of the most significant changes being introduced across affected notices are:

Updating Mass Management Accreditation to ACA – Mass

References to Mass Management Accreditation will be updated to Alternative Compliance Accreditation (ACA) – Mass.

This change aligns accreditation terminology with the amended HVNL framework and reflects the transition to the broader Alternative Compliance Accreditation (ACA) model.

Removing References to Concessional Mass Limits (CML)

The NHVR is also removing references to Concessional Mass Limits (CML) where applicable, primarily through the renaming of affected networks and notices.

While these changes are largely administrative, operators should familiarise themselves with the new terminology as it will increasingly appear across notices, accreditation requirements, and regulatory communications.

Importantly, the NHVR has advised that these administrative amendments are not expected to impact existing access arrangements or current road manager consents.

Network Wording Updates

The NHVR has advised that a number of notices will receive network wording updates, including:

  • National Class 2 4.6m High and/or 25m Long Vehicle Carrier Authorisation Notice

  • National Class 2 Heavy Vehicle 4.6m High Livestock Carrier Authorisation Notice

  • National Class 3 Vehicle Carrier Exemption Notice

  • National Class 2 PBS Level 1 & 2A Truck and Dog Trailer Authorisation Notice

These amendments are administrative in nature and are not expected to impact existing access arrangements.

ACA – Mass Wording Updates

Several notices will also receive updates relating to the transition from Mass Management Accreditation to Alternative Compliance Accreditation (ACA) – Mass, including:

  • National Class 3 20m Long 3-axle Truck and 4-axle Dog Trailer Mass and Dimension Exemption Notice

  • New South Wales Class 3 Converter Dolly Mass and Dimension Exemption Notice

  • New South Wales Class 3 Grain Harvest Management Scheme Mass Exemption Notice

  • New South Wales Class 3 Zero Emission Vehicle Mass and Dimension Exemption Notice

  • Queensland Class 3 Heavy Vehicle (Port of Brisbane Mass Management Scheme) Mass Exemption Notice

  • South Australian Class 3 Road Friendly Suspension Mass Exemption Notice

  • Tasmania Class 3 Transport Export Freight Containers Mass Exemption Notice

  • Tasmania Class 3 Truck and Dog Trailer Mass and Dimension Exemption Notice

  • Tasmania Class 3 Twin Steer Prime Mover Semitrailer Mass Exemption Notice

  • Victoria Class 3 Road Friendly Suspension Mass Exemption Notice

  • Victoria Class 3 Twin Steer Prime Mover and Semitrailer Combination Mass Exemption Notice

The NHVR has indicated these updates are primarily administrative and designed to improve consistency across notices and accreditation requirements.

Notices Requiring Broader Amendments

In addition to the administrative updates, several notices have been identified as requiring more substantial amendments and redrafting, including:

  • South Australia Farm Gate Grain Transport Mass Exemption Notice

  • Queensland Class 3 Heavy Vehicle Additional Concessional Mass Limits Exemption Notice

  • Queensland Class 3 Heavy Vehicle (Grain Harvest Management Scheme) Mass Exemption Notice

  • Queensland Class 3 Heavy Vehicle Sugar Mass Management Scheme Exemption Notice

  • Queensland Class 3 Timber Transportation Mass Exemption Notice

These notices are expected to be more significantly impacted by the amended HVNL, including changes associated with the removal of CML references and updates to accreditation terminology.

Due to the broader nature of these changes, the NHVR has advised that full Road Manager Consent processes will be undertaken where required.

What Does This Mean for Industry?

At this stage, the NHVR has confirmed that the administrative amendments are not expected to affect existing access arrangements or current road manager consents. However, operators should be aware that notices undergoing more substantial revisions may require additional consultation and consent processes before implementation.

Transport operators, compliance managers, PBS participants, and accredited operators should review any notices relevant to their operations and remain informed as further details become available.

Particular attention should be given to the transition from Mass Management Accreditation to ACA – Mass and the removal of Concessional Mass Limits (CML) terminology, as these changes will become increasingly visible across notices, schemes, and compliance documentation.

While many of the announced changes are administrative, they represent another step in aligning notice frameworks with the amended legislation and supporting a more consistent national approach to heavy vehicle regulation.

The transition to Alternative Compliance Accreditation (ACA) – Mass and the removal of Concessional Mass Limits (CML) terminology are important developments that operators should begin preparing for now, even where there is no immediate impact on access arrangements.
