NHVR Euro VI Changes – Steer Axle Mass Limits & PBS Approval Updates

The National Heavy Vehicle Regulator (NHVR) has implemented new axle mass concessions for heavy vehicles that meet ADR 80/04 (Euro VI) emission standards. The changes increase allowable mass on steer axles, expand twin-steer spacing limits, and introduce flexibility through a mass transfer allowance

Important: If you operate a PBS-approved vehicle or run under access permits, you will need to update your PBS Vehicle Approval and relevant permits to reflect these new mass limits and configurations.

Key Changes Under Euro VI

  • Complying steer axle: up to 7.0 t (with specified GVM, tyre, FRUP, and cab requirements)

  • Single steer axle (non-complying): up to 6.5 t

  • Twin-steer axle group: up to 11.5 t

  • Mass transfer allowance: up to 0.5 t from steer to drive axles, within total mass limits

  • Twin-steer spacing: increased to 2.5 m (was 2.0 m)

  • Ensure tyres, axles, and suspensions are rated for the new limits

PBS Vehicle Approval & Permit Requirements

The NHVR has confirmed that Euro VI mass limit increases do NOT automatically apply to PBS combinations.

If you want to operate at the higher limits:

  • Update your PBS Vehicle Approval (VA): You will need to submit a modification application and have the vehicle reassessed for the new mass limits. NHVR will issue a new VA number - the old one cannot simply be amended.

  • Update your PBS Access Permits: Any existing route, bridge, or network permits linked to your old VA must be reissued with the new VA number and updated vehicle configuration. Without this, you must operate at the old limits.

This applies unless your combination is fully covered by a relevant gazette notice that already includes the new Euro VI masses — in which case, a separate permit may not be needed. Always confirm with the NHVR or your state road authority before operating at higher limits.
